DEWA, chiller and internet: setting up utilities in your new Dubai apartment after handover

Most DEWA move-in guides are written for tenants, whose Ejari triggers the connection automatically. As an owner taking handover of a new apartment, you apply yourself. In practice, three utilities need setting up: electricity and water with DEWA (Dubai Electricity and Water Authority), district cooling if your tower runs on a chiller network, and home internet. Your furnishing company doesn't handle these accounts, but getting them done early keeps your installation date on track. Here is who does what, which documents to prepare and the order to follow, even from abroad.

DEWA move-in for owners
Tenant vs owner: two different routes
According to DEWA, when an Ejari certificate (the registered tenancy contract) is issued, DEWA automatically receives the customer and property details and activates the service without a separate application.
An owner moving into, or preparing, their own unit has no Ejari. DEWA states that property owners need to apply through its digital channels: the website or the app.
Documents DEWA asks owners for
From DEWA's Move-in service page (checked on 1 October 2026):
- a valid title deed or Sales Purchase Agreement;
- a passport copy or Emirates ID number.
A security deposit and connection fees apply. The amounts depend on the type of premises and are listed by DEWA: check them when you apply. Activation usually follows quickly once the deposit is paid; DEWA gives the current timing on its website.
DEWA activation from abroad
The request is online. If you are overseas, have your scanned documents, a payment method and a reachable phone number ready. If a relative or your agent applies on your behalf, confirm with DEWA what it accepts.
Chiller charges and district cooling in Dubai
What is a chiller?
Many Dubai towers don't have their own air-conditioning plant per apartment. Cooling is produced by a district cooling plant and piped into the building. The cooling provider then bills you separately from DEWA. Empower is one of these providers; others serve other communities.
Do you need a separate registration?
Often, yes. Empower, for example, lets an account be opened in the owner's or the tenant's name through its e-services portal ("New Registration"). A security deposit and a connection fee apply at registration, and the provider gives its processing time on its website. Terms differ between providers, so ask your building management which one serves your tower before you register.
What does "chiller free" mean?
In listings, "chiller free" usually means cooling is included in the building's service charges: no separate account, no separate bill. Not every building works this way. Check with your building management or the developer's documents.
Home internet: du or e& for a rental?
Two operators provide fixed home internet in Dubai: du and e& (formerly Etisalat). Depending on the building, only one may be available. To open a line, du asks for example for an ID and a tenancy or ownership contract showing the address.
For a short-term rental, keep it simple:
- stability — guests mention Wi-Fi in reviews;
- coverage in every room, including the bedroom furthest from the router;
- who holds the account — you or your property manager.
For a long-term let, many tenants prefer to open their own contract. Decide before you sign the lease.
Plan my furnishing after handover
Do you need electricity on before furniture goes in?
It makes a real difference. An installation goes better when:
- lights work, so pieces can be assembled and adjusted;
- the LED lighting on a TV wall can be connected and tested;
- the air conditioning is running, for the crew and for the materials;
- listing photos are shot in a bright, cool apartment.

Short-term or long-term: whose name goes on the accounts?
Your rental strategy changes how the accounts are run.
Short-term rentals
Guests don't hold any accounts: electricity, water, cooling and internet stay in the owner's name, and the bills are part of your running costs. If an operator manages the unit, agree on who monitors the bills and who reacts to an outage or breakdown.
Long-term rentals
According to DEWA, the tenant's Ejari triggers activation in the tenant's name. Some cooling providers, Empower for example, also allow registration in the tenant's name. Between tenants, or while the unit is being furnished, keeping electricity on is your responsibility. DEWA also has a move-out (deactivation) service: check its conditions for your situation on the DEWA website.
Either way
Keep control of the account logins, even if a manager uses them day to day. It lets you take back control if you change providers.
How long does it all take?
Rather than a single date, think in parallel tracks. DEWA and your cooling provider each give their own processing times (check them when you apply); internet depends on the operator and the building. Meanwhile, our side of the project runs 3 weeks to 1 month from order to rental-ready. Starting utilities on handover day means they're rarely what holds the installation back.

- Scan your title deed (or SPA) and passport.
- Create your DEWA account and submit the move-in request.
- Ask building management who supplies cooling, and whether you must register.
- Check which internet operator serves the building.
- Tell your furnishing team the expected activation date.
- Keep all account numbers in one document for your property manager.
