The permits

Which permits do you need to furnish an apartment in Dubai?

Procedures change. This page summarises official sources consulted on 30 September 2026; always check your community's portal before applying.

Three kinds of authorisation come up, depending on the community:

Move-in permit (MIP)

Required before moving into the unit. Also known as a move-in/move-out permit.

Home modifications NOC / work permit

Required for alterations inside the unit. Emaar, for example, asks owners to apply for a NOC through the "Home Modifications" section of the community portal.

Contractor access permit

For the companies doing the work. Emaar Community Management has run a digital contractor permit system since 1 July 2021.

Which of these applies to a furnishing project (furniture delivery only, or wall panelling and LED installation too) depends on the community's rules. We check which ones apply with you at the time of the project.

Why it's complicated from abroad

Each developer has its own portal, account, documents and time slots.

Some require the owner's login; unpaid service charges can block an application; deliveries must fit building hours. If you're not in Dubai, each back-and-forth costs days. That's why it's part of our service — see paperwork included in our service.

Emaar

Emaar move-in permit and work permit

Emaar is the master developer of communities including Downtown Dubai, Dubai Marina, Dubai Hills Estate and Dubai Creek Harbour (emaar.com). Its residential communities are managed by Emaar Community Management (ECM).

Move-in permit (ECM official FAQs):

  • MandatoryMandatory before moving into the community; access can be denied without it.
  • How to applyApply online (Sakani move-in permit portal) or through the Emaar One app.
  • TimingApply at least one business day before the scheduled move; the permit is emailed within one business day.
  • DocumentsHomeowners log in with their credentials and don't need to upload further documents. Tenants upload their Ejari, Emirates ID and passport with visa page.
  • Service feesThe permit is only issued if there are no outstanding service fees on the unit.

Emaar work permit / home modifications:

Alterations require a NOC, requested through "Home Modifications" in the community portal or the Emaar One app.

Contractors register on ecmpermits.ae and apply for a digital entry permit. Three types exist: short-term, long-term, and access permits for home modification works.

Nakheel

Nakheel move-in permit

According to Nakheel's official FAQ:
• Apply through the My Nakheel app or the Nakheel website (General Services > Security Services > Move-in/Move-out Permits).
• Submit the request 3 to 4 working days before the move-in date; approvals typically take 1 to 2 days.
• Move-in windows: Monday to Saturday, 9am–5pm; Sunday, 10am–1pm.
• Help: [email protected] or 800-NAKHEEL.

Nakheel work permits for alterations: we check this with you at the time of the project.

Dubai Properties

Dubai Properties move-in permit

Dubai Properties communities — including JBR and the Business Bay district — are managed by Dubai Holding Community Management (dp.ae). Move-in permits are requested through Dubai Properties' digital platforms.

DAMAC

DAMAC move-in permit

DAMAC Living, DAMAC's community platform, has an online tenant move-in / registration page where you select your building and unit (damacliving.com). Owner procedure, timing, documents and work permits: we check these with you at the time of the project.

Nshama

Nshama (Town Square) move-in permit

Town Square is developed by Nshama (nshama.ae), which runs a community portal for residents. Move-in and works procedure: we check it with you at the time of the project.

Dubai South

Dubai South move-in permit

Dubai South publishes its forms and documents on its official website. We could not find an official page describing the residential move-in permit process.

Move-out

Move-out permits

Nakheel handles move-in and move-out permits in the same menu of the My Nakheel app and website. For other developers, check the community portal. Useful if you are replacing existing furniture or changing tenants.

Frequently asked questions

How do I get a move-in permit in Dubai?
Apply to your master developer's community management — for example Emaar via the Sakani portal or the Emaar One app, Nakheel via the My Nakheel app or website. Or let BuildSure handle it as part of your furnishing package.
Is there a fee for the Emaar move-in permit?
We have not found the fee stated on an official Emaar page.
Do I need a permit just to deliver furniture?
Community rules differ on furniture deliveries; plan on needing a permit or clearance from the building and check its rules before booking a delivery.
Why was my move-in permit refused?
At Emaar, the permit is not issued while service fees are outstanding on the unit (ECM). Settle them first, then reapply. For other developers, check the reason given on the portal.
