How do you start an Airbnb in Dubai? In a set order: confirm your building allows short-term rentals, decide who will operate the unit, get the holiday home permit from the Department of Economy and Tourism (DET, formerly DTCM), clear the building's move-in permits, furnish the apartment, then publish your listing with the permit number. Step 1: check that your building allows holiday homes
Ask this before you spend a dirham on furniture. Most Dubai apartments sit in jointly owned buildings. Law No. 6 of 2019 on jointly owned property (Article 16) lets an owner lease out a unit, but the owner and the occupant stay bound by the building's rules: the owners committee statute, the Master Community Declaration and the Building Management Regulation.
In practice: email your building or community management and ask, in writing, whether holiday home use is permitted. Re-read your sale contract too — a clause may rule it out. Step 2: host it yourself or use a licensed operator
DET states that both individuals and professional operators can register an apartment or villa on its Holiday Homes system. According to Airbnb's Dubai help page, an individual owner can register and manage up to 8 units at a time; beyond that, you need a company licensed by DET.
Hosting yourself means handling listings, messages, check-ins, cleaning, registering every guest on DET's system, paying over the fees and maintenance. From abroad, that's a lot. A licensed operator takes all of it for a commission.

Step 3: the DET holiday home permit
According to DET, all apartments and villas must be registered and approved before they are listed. The official route ("Apply for a holiday home permit") is short: add the unit on the Holiday Homes portal, upload documents, wait for review, self-classify the unit, pay, receive the permit.
Documents listed by DET:
- title deed, or sale and purchase agreement (SPA) plus payment completion certificate;
- signed passport copy or Emirates ID of the owner;
- trade licence if the owner is a company;
- Property Management Letter on DET's template;
- a current DEWA bill.
DET says applications are reviewed within one business day. A permit is issued for a minimum of three months and a maximum of 12 months, and it must be displayed in the unit.

Step 4: building access and move-in permits
A DET permit doesn't get furniture through the tower's loading bay. For that you need your community management's approval: the move-in permit and, depending on the building, access for installation crews. At Emaar, for example, the Sakani form has a "Holiday Home Operator" profile and asks for the unit permit issued by Dubai Tourism.

Step 5: furnish for short-term rental
A holiday home is rented furnished and ready to live in. But furnishing for Airbnb isn't furnishing for yourself. Four things matter:
- capacity — how many guests sleep comfortably, for instance thanks to a design sofa bed in a compact living room;
- photos — the listing is judged on a few thumbnails;
- durability — turnovers are frequent;
- ease of cleaning between stays.
DET also classifies units: Decree No. 41 of 2013 sets two categories, "deluxe" and "standard", and the expected level of equipment follows the category. That's why furnishing should be planned alongside the permit.

Step 6: how to list your property on Airbnb in Dubai
Once the permit is issued and the apartment is ready, you can go live. Two points:
- The permit number. Airbnb's help centre asks Dubai hosts to add the unit's holiday home permit number to the listing (in the listing editor's regulations section).
- The photos. Shoot once everything is in place: beds dressed, lights on, décor finished. A half-ready apartment shows on screen.
Describe sleeping places and amenities accurately. The capacity you advertise must stay consistent with the permit and the building's rules.
Step 7: operate and renew
The first booking isn't the finish line. According to DET's Holiday Homes System user guide, the operator records guest check-ins and check-outs on a dedicated system and pays the Tourism Dirham there — a per-room, per-night fee collected from guests. Airbnb reminds hosts that they must collect it and report it to DET by the 15th of each month.
Then there's renewal: the permit has a fixed term and must be renewed before it expires. If an operator runs your unit, they handle this in practice.
Mistakes that delay a launch
They are almost always the same:
- Furnishing before checking the building. If short-term letting isn't allowed, you end up with a guest-oriented fit-out in an apartment you now have to let annually.
- Unpaid service charges. At Emaar communities, for example, the move-in permit is only issued when there are no outstanding service fees on the unit (Emaar Community Management FAQ). Clear them before scheduling delivery.
- Too little linen and tableware. A unit advertised for four guests needs to host four people, with spare sets for turnovers.
- Shooting photos too early. A listing launched with pictures of an unfinished apartment is hard to recover.
- Picking a category at random. Self-classification is a commitment: the unit must genuinely offer the equipment level of the category you declare.
- Leaving the operator decision until the end. The permit file and the listing set-up depend on who operates the unit. Deciding late means redoing paperwork.
- Underestimating time zones. Managing approvals, deliveries and guest messages from Europe means working on Dubai hours. Delegating the parts you can't follow in real time keeps the project on track.
How long until the first booking?
Several timelines stack up, partly in parallel:
- your building's answer (depends on the management company);
- the DET permit (review announced within one business day once the file is complete);
